MINUTE of MEETING of the CONTRACT SERVICES COMMITTEE held in the Town and County Hall, Forfar on Tuesday, 15 April 1997 at 4.15 pm.

Present: Councillors WILLIAM CROWE, WILLIAM DOIG, JACK GIBB and Mrs RENATE LAMONT.

Apologies: Apologies for absence were intimated on behalf of Councillors WALLIE LEASK, WILLIAM MIDDLETON and SANDY WEST.

1. EXCLUSION OF PUBLIC AND PRESS

The Committee resolved in terms of Standing Order No 27(4) that the public and press be excluded during consideration of the following matter so as to avoid the possible disclosure of information which was exempt in terms of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973, paragraph 6.

2. HOMOLOGATION OF UNPLANNED EXPENDITURE

There was submitted Report No 399/97 by the Contract Services Manager indicating that Contract Services had exceeded its target return for 1996/97 and, following discussions with the Director of Finance and the Client Directors, it had been concluded that the most advantageous action would be to expend the surplus on priority projects which would either reduce expenditure in financial year 1997/98 or significantly increase future income. Accordingly, the following projects had been implemented:

(a) replacement of the filters at Montrose Swimming Pool.

(b) replacement of major grasscutting machinery programmed for inclusion in the financial year 1997/98.

(c) provision of a fitness suite at Arbroath Sports Centre to provide cardiovascular equipment and a "free weight" facility to complement the facility at Saltire Leisure Centre (the Education Department had funded 10% of the project).

(d) the purchase of cleaning equipment for offices originally intended for the financial year 1997/98 and

(e) the refurbishment of Montrose Swimming Pool Fitness Suite.

The Committee approved the terms of the Report and homologated the action taken in implementing these projects.

3. MINUTE OF PREVIOUS MEETING

The minute of the meeting of this Committee of 23 January 1997 was approved as a correct record and signed by the Convener.

4. GP REFERRAL SCHEME ARBROATH

With reference to Article 5 of the minute of meeting of this Committee of 8 October 1996, there was submitted Joint Report No 396/97 by the Contract Services Manager and the Director of Recreation Services indicating that the pilot GP Referral Scheme, which was administered by Contract Services in partnership with Arbroath and Friockheim Localities and Recreation Services, at the Saltire Leisure Centre, Arbroath, had proved to be a success for all parties concerned and in particular for the patients participating in the scheme.

Approximately 70 people had been referred by their GPs to the scheme with five people having successfully completed the course, 55 being part-way through their course and the remainder awaiting places on future courses. A number of problems had arisen but these were being addressed. However, the Consultative Committee representing the Arbroath and Friockheim Localities had expressed a view that the scheme should continue and be extended to cover other Leisure Centres. In addition, a number of other Health Centres had expressed an interest in the scheme although the funding of future schemes would require to be investigated. More than half the people referred to the scheme, had continued to use the facilities resulting in a 12% increase in usage of the Fitness Suite.

The Committee noted the terms of the Report.

5. LEISURE FACILITIES - USER FIGURES FOR SEPTEMBER 1996 TO FEBRUARY 1997

With reference to Article 4 of the minute of meeting of this Committee of 8 October 1996, there was submitted Joint Report No 398/97 by the Contract Services Manager and the Director of Recreation Services setting out usage levels for various leisure facilities for the period from 9 September 1996 to 23 February 1997.

The Committee noted the terms of the Report.

6. CONTRACT SERVICES BUSINESS PLAN

With reference to Article 2 of the minute of meeting of this Committee of 19 November 1996, there was submitted Report No 397/97 by the Contract Services Manager introducing the Contract Services Business Plan for 1997/98 and beyond which detailed the current status of Contract Services and outlined the priority actions which would require to be undertaken in the financial year 1997/98. It was proposed that the Plan be constantly reviewed and amended to register the development of the Service, the progress made achieving its objectives and, as necessary, the establishment of new objectives. In this connection, the Contract Services Manager reported that the Department had been successful in winning the Ground Maintenance Contract from Scottish Homes.

The Committee congratulated the Department on its success to date and thereafter approved the Business Plan for 1997/98 and beyond.

7. ANGUS COUNCIL - THE FIRST YEAR

With reference to Article 3(b) of the minute of meeting of the Council of 27 March 1997, there was submitted Report No 360/97 by the Chief Executive setting out the main achievements of the Council over its first year in office.

The Committee noted the contribution of Contract Services to these achievements during this period and congratulated the employees of the Department on their efficiency.

8. LEISURE MANAGEMENT STRUCTURE

With reference to Article 4 of the minute of meeting of this Committee of 23 January 1997 wherein a revised staffing structure for the Leisure Management Section of Contract Services had been approved, the Committee noted that by Monday 24 March offers of employment had been made for all the posts and that the new structure had become operational on 1 April 1997.
