MINUTE of MEETING of the CONTRACT SERVICES COMMITTEE held in the Town and County Hall, Forfar on Tuesday, 27 May 1997 at 4.15 pm.

Present: Councillors WILLIAM CROWE, Mrs RENATE LAMONT, WILLIAM MIDDLETON, and SANDY WEST.

1. MINUTE OF PREVIOUS MEETING

The minute of the meeting of this Committee of 15 April 1997 was approved as a correct record and signed by the Convener.

2. ABSENCE MONITORING - NOVEMBER 1996 - APRIL 1997

There was submitted Report No 584/97 by the Contract Services Manager advising of the current absence level within Contract Services.

As part of the management monitoring system, a rolling check was made on the sickness absence level of all sections of Contract Services. Although the figures to date, as outlined in the appendix to the Report, lay within normal acceptable parameters, absenteeism within the Leisure Management Sector was higher than expected. However, management monitoring systems were in place and the appropriate action had been taken to remedy the situation.

The Committee noted the terms of the Report for its interest.

3. PROPOSED TENDER SUBMISSION STRATEGY

There was submitted Report No 585/97 by the Contract Services Manager advising of the proposed tender submission strategy which would be adopted during the current round of tendering for major contracts.

In line with Angus Council’s approved policy "to value staff as the Council’s most important asset and seek to ensure long term employment prospects for a locally based and directly employed workforce", it was intended in the renewal of contracts process to submit tenders which would be the most competitive possible and would cover all costs as well as meeting the terms of the relevant statutes. However, the new Labour Government had pledged to abolish Compulsory Competitive Tendering and replace it with a "best value" system and it was expected that there would be some announcements concerning this over the next few weeks. Any implications which there might be for the tendering process, would be the subject of a further Report to the Committee at the appropriate stage.

The Committee noted the terms of the Report for its interest.

4. SCOTTISH TOURIST BOARD - VISITOR ATTRACTION GRADING SCHEME

It was reported that recent inspections by the Scottish Tourist Board in the Montrose area had resulted in the two leisure facilities, Montrose Sports Centre and Montrose Swimming Pool, receiving COMMENDED awards within the Visitor Attraction Grading Scheme.

The Committee noted the continued good work by these facilities in attaining the awards, congratulated the staff concerned and agreed that there be an official photocall session to gain maximum publicity for Angus Council and the two facilities mentioned on this achievement.

5. EXCLUSION OF PUBLIC AND PRESS

The Committee resolved in terms of Standing Order No 27(2) that the public and press be excluded during consideration of the following matter so as to avoid the possible disclosure of information which was exempt in terms of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973, paragraph 6.

6. CONTRACT SERVICES/PERSONNEL DEPARTMENT: AMENDMENTS TO ESTABLISHMENT

There was submitted joint Report No 628/97 by the Contract Services Manager and the Director of Personnel advising of the circumstances leading to a proposal to transfer a post of Productivity Services Assistant from the Personnel Department to the Contract Services Department.

The Committee approved the terms of the Report and referred the proposal to the Personnel and Property Services Committee.
