ANGUS COUNCIL

MINUTE of MEETING of the CONTRACT SERVICES COMMITTEE held in the Town and County Hall, Forfar on Tuesday, 17 November 1998 at 4.00 pm.

Present: Councillors WILLIAM CROWE, JACK GIBB, WILLIAM DOIG, Mrs RENATE LAMONT, STEWART McGLYNN and SANDY WEST.

Apology: An apology for absence was intimated on behalf of Councillor WILLIAM MIDDLETON.

1. EXCLUSION OF PUBLIC AND PRESS

The Committee resolved in terms of Standing Order 27(2) that the public and press be excluded during consideration of item 2 so as to avoid the possible disclosure of information which was exempt in terms of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973, paragraphs 6 and 10.

2. FINANCIAL STATEMENT

There was submitted Joint Report No 1175/98 by the Contract Services Manager and Director of Finance which informed members of the trading position of Angus Contracts for the financial year 1998/1999 as predicted at September 1998.

After hearing the Contract Services Manager, the Committee noted the contents of the Report.

3. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Committee of 18 August 1998 was approved as a correct record and signed by the Convener.

4. SICKNESS ABSENCE

There was submitted Report No 1173/98 by the Contract Services Manager advising the Committee of the sickness absence within Contract Services for the period 1 April 1998 to 30 September 1998 and seeking guidance as to the frequency with which members would wish to be updated on this matter.

The Committee agreed:-

(i) to note the information on sickness absence levels for the first six months of 1998/99 and to request that the Contract Services Manager provide detailed information on the various sections of the Department; and

(ii) to request reports on the matter at six monthly intervals.

5. USAGE FIGURES - APRIL TO SEPTEMBER 1998

(a) Brechin and Carnoustie High School Pools

With reference to Article 5 of the minute of meeting of the Contract Services Committee of 2 June 1998, there was submitted Joint Report No 1191/98 by the Director of Recreation Services and the Contract Services Manager updating the position with regard to use being made of the High School pools at Brechin and Carnoustie.

The Report advised that the trend shown in the previous Report (No 567/98) had been sustained, with figures showing increases of 913 at Brechin and 1072 at Carnoustie.

The Committee noted the terms of the Report and agreed that a further update be provided at the June cycle of meetings on the progress being made to make the operation of the High School pools more viable.

(b) Leisure Facilities

There was submitted Joint Report No 1190/98 by the Director of Recreation Services and the Contract Services Manager which informed the Committee of the current usage levels within the various leisure facilities operated by Contract Services.

The Committee noted the terms of the Report for its interest and that for the same six month period there was no substantial difference between last year and this year.

6. ACADEMIC TRAINING

There was submitted Report No 1174/98 by the Contract Services Manager advising the Committee of the overall level of support given by Contract Services to staff seeking academic qualifications in the financial year 1998/99.

The Committee noted that the total number supported by the Service in respect of various qualifications was 25 and otherwise agreed to note the terms of the Report.

7. EMPLOYMENT OF TIME-SERVED APPRENTICES

There was submitted Report No 1176/98 by the Contract Services Manager and the Director of Personnel regarding the Council’s policy on the employment of time-served apprentices within Contract Services.

The Report advised that in 1999 three apprenticeships in ground maintenance would be completed and a policy decision regarding the retention of the apprentices was required, should no suitable vacancies arise. In previous years, staff turnover had provided suitable vacancies within a few months of such circumstances arising.

The Committee agreed:-

(i) to note that the Personnel and Property Services Committee would be asked to agree that the employment contract of apprentices with Angus Contract Services be extended, on completion of the three-year apprenticeship, to include a period of up to six months to allow the opportunity of gaining permanent employment with the authority; and

(ii) to approve the terms of the Report for its interest.

8. PUBLIC HOLIDAYS 1999

With reference to Article 2 of the minute of meeting of this Committee of 23 January 1997, there was submitted Report No 1177/98 by the Contract Services Manager informing the Committee of the arrangements being made for public holidays in 1999 within Contract Services. The Report also referred to negotiations which had taken place to adjust the Boxing Day and New Year holidays with regard to Recreation Services and Recycling Centres.

The Committee agreed to note the terms of the Report.

9. ADLO

With reference to Article 6 of the minute of meeting of this Committee of 18 August 1998, the Contract Services Manager advised the Committee that he had recently been appointed to the UK Executive of the Association of Director Labour Organisations (ADLO). Angus Council was already represented on the Scottish Executive Committee of ADLO by the Convener and himself.

The Committee noted that there were four meetings held throughout the year and agreed to authorise the participation of the Contract Services Manager in the work of the UK Executive.
