MINUTE of MEETING of the CONTRACT SERVICES COMMITTEE held in the Town and County Hall, Forfar on Tuesday 1 June 1999 at 4.00 pm.

Present: Councillors WILLIAM CROWE, Provost Mrs FRANCES E DUNCAN, FRANK ELLIS, JOY MOWATT, GEORGE NORRIE, BILL ROBERTON and RICHARD SPEIRS.

1. COMMITTEE MEMBERSHIP

With reference to Article 5(c) of the minute of meeting of the Council held on 13 May 1999, the Committee agreed to note the members appointed to this Committee.

2. APPOINTMENTS

The Committee agreed to appoint Councillors William Crowe, Provost Mrs Frances Duncan and George Norrie to the Contract Services Executive Sub-Committee.

3. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Committee held on 13 April 1999 was approved as a correct record and signed by the Convener.

4. INTRODUCTION TO CONTRACT SERVICES

The Contract Services Manager and the two Heads of Service gave a presentation to members of the Committee on the scope and responsibilities of Contract Services.

5. LEISURE FACILITIES USER FIGURES APRIL 1998 - MARCH 1999

With reference to Article 5(b) of the minute of meeting of this Committee of 17 November 1998, there was submitted Joint Report No 524/99 by the Director of Recreation Services and the Contract Services Manager informing the Committee of the current usage levels within the various leisure facilities operated by Contract Services. The Report also gave details of comparative figures for the previous year, with the overall usage of all the facilities remaining at a healthy level.

The Committee agreed to note the terms of the Report.

6. BRECHIN AND CARNOUSTIE HIGH SCHOOL POOLS: USAGE UPDATE

With reference to Article 8 of the minute of meeting of this Committee of 2 March 1999, there was submitted Joint Report No 523/99 by the Director of Recreation Services and the Contract Services Manager updating the position with regard to the use being made of the swimming pools at Brechin and Carnoustie High Schools. The Report indicated that expenditure incurred in operating both pools had declined over the past year due to agreements reached with the Education Department regarding heating and janitorial costs with usage figures showing increases of 16.5% at Brechin and 7.5% at Carnoustie.

The Committee agreed to note the terms of the Report and agreed that a further update would be provided within the regular half yearly reports showing total usage.

7. SERVICE REVIEW - UPDATE

There was submitted Report No 560/99 by the Contract Services Manager informing the Committee on the current situation of Service Reviews within the Department and seeking approval to delay the review in the DLO Section. The Report indicated that the whole future of the DLO had been examined by a Chief Officer Working Group, whose findings were due to be presented in the immediate future. It was therefore considered prudent to delay the Service Review until after the future of the DLO had been determined.

The Committee agreed to note the contents of the Report and approve the delay of the Service Review into the DLO, until its future was determined.

8. EXCLUSION OF PUBLIC AND PRESS

The Committee resolved in terms of Standing Order 27(2) that the public and press be excluded during consideration of the following item, so as to avoid the possible disclosure of information which was exempt in terms of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973 Paragraphs 8 and 9.

The following item was, on the determination of the Convener, considered as a matter of urgency in order to allow the contract to be accepted at the earliest opportunity.

9. PROVISION OF UNIFORMS FOR LEISURE MANAGEMENT STAFF

There was submitted Report No 603/99 by the Contract Services Manager seeking Committee approval to appoint Arco East Scotland as the providers of uniforms for Contract Services Leisure Centre staff. The Report indicated that, to ensure value for money, the contract had recently been re-tendered as a 1 year contract, with a provision for the Council to extend the contract for a further 2 years, if so desired.

The Committee agreed to approve the appointment of Arco East Scotland as providers of uniforms for Contract Services Leisure Centre staff.
