MINUTE of MEETING of the CONTRACT SERVICES COMMITTEE held in the Town and County Hall, Forfar on Thursday, 21 January 1999 at 4.35 pm.

Present: Councillors WILLIAM CROWE, JACK GIBB, WILLIAM DOIG, Mrs RENATE LAMONT, and SANDY WEST.

Apology: An apology for absence was intimated on behalf of Councillor WILLIAM MIDDLETON.

1. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Committee of 17 November 1998 was approved as a correct record and signed by the Convener.

 

2. SICKNESS ABSENCE

With reference to Article 4 of the minute of meeting of this Committee of 17 November 1998 there was submitted Report No 19/99 by the Contract Services Manager advising the Committee of the sickness absence within Contract Services for the period 1 October 1998 to 31 December 1998.

The Committee agreed to note the Report.

 

3. QUALITY ACCREDITATION

With reference to Article 3 of the minute of meeting of this Committee of 20 January 1998, there was submitted Report No 33/99 by the Contract Services Manager advising of the progress made on Quality Accreditation.

The Report advised that, with the Contract Services Manager’s approval, one member of staff had been appointed by Associated Quality Services Ltd as an External Assessor. This would hopefully give the Department an insight into best practice within the industry, thereby improving the service provided.

The Committee agreed that Arbroath Sports Centre, Saltire Leisure Centre (Arbroath), Lochside Leisure Centre (Forfar) and Brechin and Carnoustie Leisure Centres apply for accreditation in February, and noted the significant progress made by leisure staff in all facilities towards achieving Quality Accreditation.

 

4. PROVISION OF BEDDING PLANTS FOR 1999/2000

There was submitted Report No 34/99 by the Contract Services Manager informing the Committee on the provision of bedding plants for 1999/2000.

The Committee noted that financial assessment of the tenders had indicated that the most advantageous tender was that submitted by Pentland Plants and agreed that the tender be accepted for the year 1999/2000 with an option to extend for a further year.

 

5. LOCHSIDE CARAVAN PARK, FORFAR - EXTENDING OPENING

There was submitted Joint Report No 36/99 by the Contract Services Manager and the Director of Recreation Services seeking approval to conduct a trial extended opening of the Lochside Caravan Park, Forfar.

The Report advised that the Lochside Caravan Park had proved to be a popular facility with visitors from outside the Angus area and the extension to the opening period would bring additional users, both existing and new, to the Park and therefore Angus, thus not only bringing additional income to Angus Council, but also to the local economy.

The Committee noted the contents of the Report and approved the trial extended opening of Lochside Caravan Park from 5 March 1999 to mid-January 2000.

 

6. ACCIDENT STATISTICS

There was submitted Report No 42/99 by the Contract Services Manager which informed the Committee of the level of accidents involving both employees and users of Council facilities from 1 July to 30 September 1998.

The Committee agreed to note the contents of the Report.
