MINUTE of MEETING of the CONTRACT SERVICES COMMITTEE held in the Town and County Hall, Forfar on Tuesday 16 January 2001 at 4.00 pm.

Present: Councillors BILL CROWE, Provost Mrs FRANCES E DUNCAN OBE, FRANK ELLIS, JOY MOWATT, GEORGE NORRIE MBE, BILL ROBERTON and DICK SPEIRS.

1. EXCLUSION OF PUBLIC AND PRESS

The Committee resolved in terms of Standing Order 27(2) that the public and press be excluded during consideration of items 2 and 3 so as to avoid the disclosure of information which was exempt in terms of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973, paragraphs 6, 8, 9 and 10.

2. SUPPLY AND DELIVERY OF SUMMER/SPRING BEDDING AND HANGING BASKETS

There was submitted Report No 43/01 by the Contract Services Manager on tenders received for the supply and delivery of summer/spring bedding and hanging baskets.

The Committee agreed to approve the appointment of Pentland Plants, as suppliers of summer/spring bedding and hanging baskets for the coming season.

3. FINANCIAL PERFORMANCE FROM 1 APRIL TO 30 SEPTEMBER 2000

With reference to Article 2 of the minute of meeting of this Committee of 14 November 2000, there was submitted Joint Report No 1/01 by the Contract Services Manager and Director of Finance informing the Committee of the financial performance of Contract Services from 1 April to 30 September 2000.

The Report gave details of the Department's performance and advised that several developments had taken place since November, which would beneficially affect the projected performance by Contract Services by the end of the financial year. It was predicted that, assuming no unforeseeable events occurred, the target surplus for the year would be achieved.

The Committee agreed to note the contents of the Report.

4. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Committee of 14 November 2000 was approved as a correct record and signed by the Convener.

5. PERFORMANCE NETWORKS

With reference to Article 13 of the minute of meeting of the Environmental and Consumer Protection Committee of 9 January 2001, there was submitted Joint Report No 41/01 by the Contract Services Manager, the Director of Environmental and Consumer Protection and the Director of Recreation Services advising the Committee of the outcome of the Association for Public Service Excellence (APSE formerly ADLO) Performance Networks which would now be used in Best Value Benchmarking of Sports and Leisure Management, Parks and Open Spaces, Building Cleaning and Transport Services.

The Committee, for its interest, agreed:-

  1. to note the contents of the Report; and
  2. to instruct the relevant Chief Officers to ensure that the Benchmarking information provided was utilised to improve Angus Council's performance, where necessary.

6. PROPOSED PARTNERSHIP AGREEMENT WITH ANGUS COLLEGE

There was submitted Report No 44/01 by the Contract Services Manager seeking approval to enter into a Partnership Agreement with Angus College covering use of Council Leisure facilities.

The Report advised that Angus Council would enter into an Agreement for two years, but with a six month notification of withdrawal available to both parties.

The Committee, for its interest, agreed to note the contents of the Report.

7. HUMAN RIGHTS ACT 1998 - AUDIT

There was submitted Report No 45/01 by the Contract Services Manager which outlined the action being taken by the Department in respect of the Human Rights legislation, following an audit of procedures. The Director of Law and Administration was currently further investigating the issues that had been highlighted as a consequent of the audit.

The Committee agreed to note the contents of the Report.

8. ARBROATH SPORTS CENTRE - SCOTTISH TOURIST BOARD AWARD

There was submitted Report No 46/01 by the Director of Recreation Services advising the Committee of the Scottish Tourist Board Award for Arbroath Sports Centre given under the Scottish Tourists Board's Visitor Attraction Grading System.

The Committee agreed to note the contents of the Report.

9. LOO OF THE YEAR AWARD

With reference to Article 12 of the minute of meeting of the Environmental and Consumer Protection Committee of 9 January 2001, the Committee, for its interest, noted that all five "superloo" teams had been awarded "2001 Attendant of the Year" award. The new facility at Baltic Street in Montrose had received an "Area" award, and the judges had commented upon the building being well designed and spotlessly clean.

The Committee congratulated the staff involved in achieving these awards and agreed that the Contract Services Manager send an individual letter of thanks to all the members of staff involved.

10. PRESENTATION ON "QUEST"

The Convener welcomed to the Contract Service Committee Mrs Jean Rae, Recreation Manager, Contract Services, who gave the Committee a presentation on "Quest" a UK Quality Scheme for sport and leisure.

Following a number of questions, the Committee congratulated the staff for the tremendous amount of hard work undertaken by them in preparation for the assessments and thanked Mrs Rae for her interesting and informative presentation.
