Contract Services Committee

MINUTE of MEETING of the CONTRACT SERVICES COMMITTEE held in the Town and County Hall, Forfar on Tuesday 29 May 2001 at 4.00 pm.

Present: Councillors BILL CROWE, JOY MOWATT, GEORGE NORRIE MBE and BILL ROBERTON.

Apologies: Apologies for absence were intimated on behalf of Provost Mrs FRANCES E DUNCAN OBE and Councillor FRANK ELLIS.

1. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Committee of 17 April 2001 was approved as a correct record and signed by the Convener.

2. SICKNESS ABSENCE ­ JANUARY TO MARCH 2001

With reference to Article 7 of the minute of meeting of this Committee of 6 March 2001, there was submitted Report No 597/01 by the Contract Services Manager which detailed sickness absence within Contract Services for the period 1 January to 31 March 2001, compared with the same period in 2000.

The Committee agreed to note the contents of the Report.

3. ACCIDENT STATISTICS ­ OCTOBER 2000 TO MARCH 2001

With reference to Article 3 of the minute of meeting of this Committee of 14 November 2000, there was submitted Report No 616/01 by the Contract Services Manager which detailed the level of accidents involving both employees and users of Council facilities for the period October 2000 to March 2001, compared with the same period in 1999/2000.

The Committee agreed to note the contents of the Report.

4. EMPLOYEE TURNOVER

With reference to Article 10 of the minute of meeting of this Committee of 30 May 2000, there was submitted Report No 617/01 by the Contract Services Manager which advised members of the turnover in staff within Contract Services for the financial year 2000/2001, compared with the previous financial year.

The Committee agreed to note the contents of the Report.

5. MEARNS AND ANGUS SERVICES LTD ­ UPDATE

With reference to Article 9 of the minute of meeting of this Committee of 16 November 1999, there was submitted Report No 618/01 by the Contract Services Manager seeking approval for the continued use of Mearns and Angus Services Ltd for the provision of short-term casual labour in the Ground Maintenance and Cleansing sections of Contract Services and for the provision of specific specialist training services.

The Report concluded that the continued use of Mearns and Angus Services Ltd would ensure that a supply of immediately available suitably experienced personnel and equipment was available to Contract Services to provide short-term cover as required. Similarly, the continued use of Mearns and Angus Services Ltd to provide customised specialist training would ensure that the quality and consistency of the training provided would be maintained.

The Committee agreed to approve the use of Mearns and Angus Services Ltd for the provision of short-term casual labour in the Ground Maintenance and Cleansing sections of Contract Services and that the Contract Services Manager be instructed to negotiate with them for the provision of specific specialist training services, as outlined in the Report.

6. ACCOUNTS COMMISSION ­ PERFORMANCE INDICATORS

With reference to Article 2 of the minute of meeting of the Recreation and Cultural Services Committee of 19 April 2001, there was submitted Joint Report No 436/01 by the Director of Recreation Services and the Contract Services Manager advising the Committee of the results of the Accounts Commission's study of Performance Indicators for Leisure Management for the year 1999/2000.

The Report indicated that in terms of achieving Best Value, it was essential that services could be benchmarked against other providers. The Accounts Commission, through Audit Scotland, had recently completed the 1999/2000 Audit of Sport and Leisure Management and the Statutory Indicators for Angus Council, Dundee City Council, Perth and Kinross Council, and Aberdeenshire Council, together with the Scottish average, were outlined in the Report. The full Report had been placed in the Members' Lounge for further information.

The Committee, for its interest, agreed to note the contents of the Report.

7. LEISURE FACILITIES' USER FIGURES APRIL 2000 TO MARCH 2001

With reference to Article 6 of the minute of meeting of this Committee of 14 November 2000, there was submitted amended Joint Report No 619/01 by the Director of Recreation Services and the Contract Services Manager informing the Committee of the current usage levels within the various leisure facilities and caravan parks operated by the Council during the financial year 1 April 2000 to 31 March 2001. The Report also gave details of comparative figures for the previous year.

The Report advised that the Country Parks had been severely affected by the foot and mouth crisis with Crombie and Monikie both being completely closed to the public for a number of weeks. Forfar Loch was accessible all around the Loch and was therefore unable to be closed to the public. The Angus Glens and Montrose Basin operations also had restrictions placed on them, which again had resulted in reductions of visitors to these areas.

The Committee, for its interest, agreed to note the contents of the Report.

The following matter was, on the determination of the Convener, dealt with as a matter of urgency, in order that the Committee could be advised of the current position.

8. CUSTOMER CARE ­ COMPLAINTS WITHIN ANGUS COUNCIL LEISURE FACILITIES

There was submitted Report No 648/01 by the Director of Recreation Services advising the Committee on the volume and nature of complaints which had been received during the period April 2000 to March 2001 in respect of the Council's leisure facilities.

The Report advised that the number of complaints for all facilities during this period totalled thirteen while in excess of 1.3 million visits had been made to recreation facilities in Angus.

The Committee agreed to note the contents of the Report and the actions taken to try and resolve identified problem areas.
