Contract Services Committee

MINUTE of MEETING of the CONTRACT SERVICES COMMITTEE held in the Town and County Hall, Forfar on Tuesday 26 February 2002 at 4.00 pm.

Present: Councillors BILL CROWE, IAN ANGUS, FRANK ELLIS, JOY MOWATT, GEORGE NORRIE MBE, BILL ROBERTON and RICHARD SPEIRS.

1. EXCLUSION OF PUBLIC AND PRESS

The Committee resolved, in terms of Standing Order 27(2) that the public and press be excluded during consideration of items 2 and 3, so as to avoid disclosure of information which was exempt in terms of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973, paragraphs 6, 8 and 9.

2. SUPPLY OF VENDING SERVICES

With reference to Article 3 of the minute of meeting of this Committee of 15 January 2002, there was submitted Report No 254/02 by the Contract Services Manager on tenders received for the supply of vending services within various Angus Council facilities.

The Committee agreed to authorise the appointment of East Coast Refreshments as providers of vending services, having noted the income to the Council.

3. SUPPLY OF GROUND MAINTENANCE MACHINERY AND HAND OPERATED EQUIPMENT

With reference to Article 2 of the minute of meeting of this Committee of 15 January 2002, there was submitted Report No 258/02 by the Contract Services Manager on tenders received for the supply of ground maintenance machinery and hand operated equipment.

The Committee agreed to homologate the awarding of the tenders to the undernoted contractors:-

4. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Committee of 15 January 2002 was approved as a correct record and signed by the Convener.

5. SICKNESS ABSENCE ­ OCTOBER TO DECEMBER 2001

With reference to Article 5 of the minute of meeting of this Committee of 13 November 2001, there was submitted Report No 259/02 by the Contract Services Manager which detailed sickness absence within Contract Services for the period October to December 2001, compared with the same period in 2000.

The Report advised that there had been a slight decrease in the overall number of days lost due to sickness and the overall percentage absence was better than national averages.

The Committee agreed to note the contents of the Report and that this information would be produced on a quarterly basis.

6. FINANCIAL PERFORMANCE ­ APRIL-DECEMBER 2001

With reference to Article 7 of the minute of meeting of this Committee of 13 November 2001, there was submitted Joint Report No 260/02 by the Contract Services Manager and the Director of Finance informing the Committee of the financial performance of Contract Services from 1 April to 31 December 2001.

The Report advised that the financial performance for the last nine months indicated that the target surplus of £489,000 should be achievable, subject to certain conditions, but the position would be constantly monitored in conjunction with the Finance Department.

The Contract Services Manager advised the Committee that the "Hot Card" special promotion to encourage additional use of the Council's leisure facilities had proved to be very successful with 1767 cards being sold and that a report would be submitted in due course.

The Committee agreed to note the contents of the Report.

7. LEISURE FACILITIES' USER FIGURES APRIL-DECEMBER 2001

With reference to Article 7 of the minute of meeting of this Committee of 29 May 2001, there was submitted Joint Report No 261/02 by the Director of Leisure Services and Contract Services Manager informing the Committee of the current usage levels within the various leisure facilities and caravan parks operated by the Council for the period April to December 2001. The Report also gave details of comparative figures for the previous year.

The Report indicated that some facilities showed a slight decrease in usage figures and this was partly attributable to a new computer system being installed and the figures being recorded differently.

The Committee, for its interest, agreed to note the contents of the Report and that this information would be produced on a quarterly basis.

8. ANGUS GROUND MAINTENANCE AWARD

Prior to the conclusion of business, the Convener advised the Committee that following an audit by external consultants, the Ground Maintenance Section had been awarded an ISO 9002 quality award for the management and maintenance of open spaces.

The Committee congratulated the staff involved in achieving this award.
