MINUTE of MEETING of the DEVELOPMENT CONTROL COMMITTEE held in the Town and County Hall, Forfar on Thursday, 4 December 1997 at 6.00 pm.

Present: Councillors Mrs KATHLEEN RITCHIE, STEWART MOWATT, WILLIAM DOIG, FRANK ELLIS, ALEX KING, Mrs RENATE LAMONT, STEWART McGLYNN, WILLIAM MIDDLETON, DAVID SELFRIDGE, ALEX SHAND, SANDY WEST and THOMAS I N YOUNG. Also present Councillors GEORGE ALLAN and GLENNIS MIDDLETON.

Apology: An apology for absence was intimated on behalf of Councillor BRIAN MILNE.

1. BUILDING WARRANTS

The Committee noted that in the period 3 November 1997 to 21 November 1997 a total of 82 Building Warrants had been approved and 18 warrants amended with the estimated total value of the work amounting to £4,925,470.

2. PLANNING APPLICATIONS

There was submitted Report No 1251/97 by the Director of Planning, Transport and Economic Development on applications for planning consent.

(i) Delegated Approvals

To note consents issued by the Director of Planning, Transport and Economic Development as detailed in List A of the Report.

(ii) Recommended Refusals

To refuse consent, for the reasons recommended by the Director of Planning, Transport and Economic Development, in respect of the applications detailed in List B of the Report and appended to this minute.

(iii) Recommended Approvals

To grant consent, subject to the conditions recommended by the Director of Planning, Transport and Economic Development and/or where recorded, any additional or amended conditions approved by the Committee, in respect of the applications detailed in List C of the Report and appended to this minute.

(iv) Deferred Applications

To defer consideration of Application No 01/97/1893, Knowehead, Wellbank and 01/97/1863, 1-3 Bridge Street, Montrose.

(v) Withdrawn Application

To note that Application No 01/97/1929 (2 Queen Street, Carnoustie) had been withdrawn.

3. 1998/99 REVENUE BUDGET

There was submitted Report No 1215/97 by the Director of Finance advising the Committee of the latest position with regard to preparation of the Departmental 1998/99 Revenue Budget and associated issues. An appendix to the Report summarised the provisional base budget for the Department of Planning, Transport and Economic Development for 1998/99 as submitted to the Director of Finance.

The Committee agreed:-

(i) to note the contents of the Report for its interest; and

(ii) to note that a more detailed Report with specific recommendations would be brought forward later in the budget cycle.

That details of these measure shall be forwarded to the Director of Environmental and Consumer Protection and the Director of Planning, Transport and Economic Development for their written approval prior to any works being carried out.

5. 8. That no development shall commence until details of the culverting of the stream which runs through the site and under the B954 before entering the Newtyle Burn have been submitted to and approved by the Director of Planning, Transport and Economic Development. The said details shall provide for measures to deal with flood flows and shall include any necessary work to that part of the stream already culverted and any necessary alteration to the road culvert under the B954.

Additional Condition:-

14 That prior to commencement of any development on site, a scheme for the prevention of surface water run off to the main road be submitted to and approved by the Director of Planning, Transport and Economic Development.
