MINUTE of MEETING of the DEVELOPMENT CONTROL COMMITTEE held in the Town and County Hall, Forfar on Thursday 24 May 2001 at 6.00 pm.

Present: Councillors STEWART McGLYNN, KITTY RITCHIE, FRANK ELLIS, JOHN HENDERSON, The Hon R J LESLIE MELVILLE, DAVID LUMGAIR, PETER MURPHY, BILL ROBERTON, DAVID SELFRIDGE and SANDY WEST.

Apologies: Apologies for absence were intimated on behalf of Councillors ALEX KING, BRIAN MILNE and RICHARD SPEIRS.

1. MINUTES OF PREVIOUS MEETINGS

The minutes of meetings of this Committee of 12 April and 3 May 2001 were submitted as correct records and signed by the Convener.

2. BUILDING WARRANTS

The Committee noted that in the period 23 April to 11 May 2001, a total of 1 Demolition Warrant, 7 Amendments to Warrants, and 92 Building Warrants had been approved with an estimated cost of £2,415,676.00.

3. DEVELOPMENT CONTROL COMMITTEE ­ SUMMER RECESS ARRANGEMENTS

The Committee agreed to note that a meeting of the Development Control Committee would be held on Thursday 12 July 2001 at 6 pm in the Town and County Hall, Forfar.

4. PLANNING APPLICATIONS

  1. Delegated Approvals

    There was submitted Report No 590/01 by the Director of Planning and Transport detailing the applications granted by him in accordance with the Scheme of Delegation set out in Standing Orders.

    The Committee agreed to note the applications, detailed in the Appendix to the Report, granted under delegated powers during the period 26 April-16 May 2001.

    Councillor Selfridge declared an interest in the following item and withdrew from the meeting during the discussion and deliberation of the following item.

  2. 27 Lowson Avenue, Carnoustie

    There was submitted Report No 591/01 by the Director of Planning and Transport detailing Application No 01/00249/FUL by Mr P Skene for the erection of a house extension at 27 Lowson Avenue, Carnoustie. The application was recommended for refusal.

    Slides were shown.

    The Committee agreed that the application be refused for the reasons detailed in the Report.

  3. 32 Holding, Tealing

    There was submitted Report No 592/01 by the Director of Planning and Transport detailing Application No 01/00333/OUT by D Mowatt for the erection of a dwellinghouse on land south of 32 Holding, Tealing. The application was recommended for refusal.

    The Committee agreed that the application be refused for the reasons detailed in the Report.

  4. 5 Muir Road, Forfar

    There was submitted Report No 593/01 by the Director of Planning and Transport detailing Application No 01/00346/FUL by Mr & Mrs M Small for the erection of an extension to a dwellinghouse at 5 Muir Road, Forfar.

    The Committee noted that the application had been withdrawn.

  5. 1 Provost Buchan Road, Brechin

    There was submitted Report No 594/01 by the Director of Planning and Transport detailing Application No 00/00721/FUL by Mrs Campbell for the erection of a garage at 1 Provost Buchan Road, Brechin. The application was recommended for approval.

    The Committee agreed that the application be approved as detailed in the Report.

  6. Castay, Old Whisky Road, Auchterhouse

    There was submitted Report No 595/01 by the Director of Planning and Transport detailing Application No 01/00313/FUL by Mr Cunningham for alterations and extension to a dwellinghouse at Castay, Old Whisky Road, Auchterhouse, by Dundee. The application was recommended for approval.

    The Committee agreed that the application be approved as detailed in the Report.

  7. Victoria Street, Monifieth

    There was submitted Report No 596/01 by the Director of Planning and Transport detailing Application No 00/01125/FUL by Medical Centres (Scotland) Limited for the erection of a new medical centre at Victoria Street, Monifieth. The application was recommended for approval.

    Slides were shown and Mrs Law, an objector, was heard.

    The Committee agreed that the application be approved as detailed in the Report.

  8. 79 High Street, Montrose

    There was submitted Report No 598/01 by the Director of Planning and Transport detailing Application No 01/00362/ADV and 01/00390/LBC by Mr & Mrs Coghill for the erection of signage at 79 High Street, Montrose. The application was recommended for approval.

    The Committee agreed that the application be approved as detailed in the Report.

  9. Land at 57 Glamis Road, Forfar

    There was submitted Report No 599/01 by the Director of Planning and Transport detailing Application No 01/00310/OUT by Mrs A Allsop for the outline erection of a single dwellinghouse and garage at 57 Glamis Road, Forfar. The application was recommended for approval.

    The Committee agreed that the application be approved as detailed in the Report.

  10. Elliot Caravan Park, Arbroath

    There was submitted Report No 600/01 by the Director of Planning and Transport detailing Application No 01/00129/COU by R S Cargill for the extension to an existing caravan park at Elliot, Arbroath. The application was recommended for approval.

    Slides were shown and Mr Cargill, Mr Ray and Mr Norrie, objectors, were heard. The Convener permitted the objectors to circulate a simple hand drawn plan to demonstrate proximity of their houses to the proposed development.

    The Committee thereafter agreed that the application be deferred to allow further consultation to take place with NOSWA.

  11. Land at Woodville Feus, Arbroath

    There was submitted Report No 601/01 by the Director of Planning and Transport detailing Application No 01/00235/OUT by Abbey Express for the outline erection of a dwellinghouse at Woodville Feus, Arbroath. The application was recommended for approval.

    The Committee agreed that the application be approved as detailed in the Report.

5. ENFORCEMENT ACTION, 3 BURNSIDE COTTAGES, ROSEMILL ROAD, BRIDGEFOOT

There was submitted Report No 602/01 by the Director of Planning and Transport which detailed the circumstances relative to a recommendation to take enforcement action against the owner of 3 Burnside Cottages, Rosemill Road, Bridgefoot for extending his garden ground into the course of the Dighty Water.

Slides were shown.

The Committee agreed that enforcement action be taken as detailed in the Report.
