MINUTE of SPECIAL MEETING of the ENVIRONMENTAL AND CONSUMER PROTECTION COMMITTEE held in the Town and County Hall, Forfar on Friday 21 February 1997 at 3.44 pm.

Present: Councillors STEWART MOWATT, KATHLEEN RITCHIE, GEORGE ALLAN, HELEN ANGUS, IAN ANGUS, WILLIAM CROWE, FRANK ELLIS, IAN HUDGHTON, Mrs RENATE LAMONT, GLENNIS MIDDLETON, WALLIE LEASK, RICHARD SPEIRS and THOMAS YOUNG.

1. PROVISIONAL REVENUE BUDGET 1997/98

There were submitted (a) Report No 214/97 by the Director of Finance being the Summary Progress and Background Report on the Provisional Revenue Budget 1997/98; (b) Report No 215/97 by the Director of Finance being the Provisional Revenue Budget Volume including a commentary by each Head of Department and (c) Report No 216/97 by the Director of Finance being the Departmental Savings Proposals Volume.

The Committee agreed:-

(1) to note the revised Environmental and Consumer Protection budget submission for 1997/98 as contained in pages 72 to 77 of the Provisional Revenue Budget Volume (Report No 215/97) and the savings proposals as contained in pages 23 to 26 of the Departmental Savings Proposals Volume (Report No 216/97);

(2) to approve the category A savings for the Environmental and Consumer Protection Department totalling £233,000;

(3) to reject the suggested saving (reference ENCP-C-1) for the Environmental and Consumer Protection Department totalling £30,000, but to approve the alternative savings proposals put forward in respect of this amount as set out on page 26 of Report No 216/97; and

(4) to approve the revised budget net expenditure for the Environmental and Consumer Protection Department resulting therefrom and to advise the Council at the Council Tax setting meeting on 6 March 1997 accordingly.
