MINUTE of MEETING of the ANGUS JOINT NEGOTIATING COMMITTEE FOR (TEACHERS) held in the Town and County Hall, Forfar on Monday 13 May 2002 at 5.00 pm.

Present: Council Representatives

Councillor BRIAN MILNE (Convener of the Education Committee), Councillor SHEENA WELSH (Vice Convener of the Education Committee), JIM ANDERSON (Director of Education), NEIL LOGUE (Head of Educational Services) JAN NOWAK (Head of Educational Services) and CRAIG CLEMENT (Head of Educational Services).

Joint Union Side Representatives

PETER ANDREWS (EIS), GRAHAM KIDDIE (EIS), BRIAN McHARDY (EIS), ARTHUR PRITCHARD (EIS), JOHN HOEY (EIS) and MIKE NASH (SSTA).

1. CONSTITUTION

There was submitted and noted the Constitution for the Angus Joint Negotiating Committee for Teachers which was agreed at the meeting of the Education Committee on 5 March 2002 (Article 2 refers).

2. MEMBERSHIP

In accordance with paragraph 3 of the Constitution, the Committee agreed to note the following membership:-

3. CONVENER AND VICE CONVENER

In accordance with paragraph 5.2 of the Constitution, the Committee agreed to note that the Convenership should rotate on an annual basis, between a Council representative and a Joint Union Side representative, with the Vice-Convenership rotating on a similar basis.

Councillor Milne was appointed Convener, having been nominated by Jim Anderson, and seconded by Peter Andrews. Accordingly Councillor Milne took the Chair.

Thereafter Graeme Kiddie was appointed Vice-Convener, having been nominated by Peter Andrews and seconded by Jim Anderson.

4. JOINT SECRETARIES

The Committee agreed to note that, in accordance with the Constitution, Catherine A Coull, Director of Law and Administration had been appointed Joint Secretary (Council side) and that Philip Jackson (EIS) had been appointed by the Teachers' Panel to act as Joint Secretary (Joint Union Side).

5. ESTABLISHMENT OF SUB-COMMITTEE

In accordance with paragraph 4.3 of the Constitution, the Committee agreed to appoint from among its membership, a Sub-Committee to discharge any functions between the meetings of the JNCT, comprising three members from each side with the option of varying membership according to the issues.

6. PROGRAMME OF MEETINGS

There was submitted and agreed a programme of meetings for 2002/2003, the next meeting being due to be held on Monday 16 September 2002.
