MINUTE of MEETING of the PERSONNEL AND PROPERTY SERVICES COMMITTEE held in the Town and County Hall, Forfar on Thursday, 4 April 1996 at 5.30 pm.

Present: Councillors ROB MURRAY, WILLIAM MIDDLETON, GEORGE ALLAN, IAN HUDGHTON, ALEX KING, Mrs RENATE LAMONT, GLENNIS MIDDLETON, STEWART MOWATT, KATHLEEN RITCHIE, RICHARD SPEIRS and THOMAS I N YOUNG.

Councillor MURRAY, Convener, in the Chair.

1. CONDITIONS OF SERVICE

There was submitted Report No 178/96 by the Director of Personnel on the outcome of discussions with the Trade Unions regarding conditions of service for employees of Angus Council.

The Committee agreed:-

(i) that the conditions of service appended to Report No 178/96 for employees (excluding teaching staff) of Angus Council be adopted;

(ii) that the Director of Personnel be authorised to establish a Working Party to consider a Harassment at Work policy; and

(iii) that the Director of Personnel submit further reports on an Adoption Leave policy, Telephone Allowances, Long Service Awards and an Alcohol and Drugs policy.

2. EARLY RETIRAL/VOLUNTARY REDUNDANCY

There was submitted Report No 179/96 by the Director of Personnel suggesting the criteria to be used when considering applications for early retiral/voluntary redundancy.

The Committee agreed:-

(i) that applications for early retiral/voluntary redundancy continue to be considered under either the 1995 Reorganisation Regulations or the 1979 Superannuation Regulations with added years and statutory redundancy where the criteria outlined in Section 4 of Report No 179/96 were met; and

(ii) that applications received for early retiral which did not meet the criteria in Section 4 of the Report be considered under the 1979 Superannuation Regulations, where the release of the employee was in the interests of the effiency of the service and the cost could be borne within existing budgets.
