MINUTE of MEETING of the PERSONNEL AND PROPERTY SERVICES COMMITTEE held in the Town and County Hall, Forfar on Tuesday 2 December 1997 at 4.00 pm.

Present: Councillors ROB MURRAY, WILLIAM MIDDLETON, GEORGE ALLAN, JACK GIBB, IAN HUDGHTON, ALEX KING, Mrs RENATE LAMONT, STEWART MOWATT, Mrs KATHLEEN RITCHIE, RICHARD SPEIRS and THOMAS I N YOUNG.

Apologies: Apologies for absence were intimated on behalf of Councilllors Mrs GLENNIS MIDDLETON and BRIAN MILNE.

1. EXCLUSION OF PUBLIC AND PRESS

The Committee resolved in terms of Standing Order No 27(2) that the public and press be excluded during consideration of items 2-7 below, so as to avoid the disclosure of information which was exempt in terms of Part 1 of Schedule 7A to the Local Government (Scotland) Act 1973, Paragraphs 1 and 9.

2. APPLICATION FOR REGRADING - CONTRACT SERVICES

There was submitted Report No 1235/97 by the Director of Personnel in connection with an application for regrading in respect of Post No 11/02.

The Committee agreed that the post be regraded AP4.

3. ADJUSTMENTS TO ESTABLISHMENT - DEPARTMENT OF LAW AND ADMINISTRATION

With reference to Article 2 of the minute of meeting of the Policy and Resources Committee held on 28 October 1997, there was submitted Report No 1133/97 by the Director of Law and Administration and the Director of Personnel on changes to the structure and establishment of the Law and Administration Department following a review of the roles and responsibilities of the Committee Services Section subsequent to the early retiral of a Principal Committee Officer.

The Committee approved the Report for its interest.

4. REVIEW OF TECHNICAL GRADES

There was submitted Report No 1234/97 by the Director of Personnel on the outcome of a review of technical grades within the Council aimed at harmonising the approaches which had applied within the previous Angus District and Tayside Regional Councils, addressing any grading anomalies inherited at reorganisation and establishing general principles in respect of the use of technical grades within the Council.

After noting the principles involved in determining the grades of posts within Departments, the Committee approved the Report.

5. CONVERSION OF GOWANLEA BUILDING TO PROVIDE OFFICE ACCOMMODATION AND DAY SERVICES FACILITY - LIST OF CONTRACTORS

There was submitted and approved Report No 1239/97 by the Director of Property Services detailing contractors to be invited to tender for the conversion of the building known as Gowanlea, Arbroath to provide office accommodation and a day services facility.

6. PROPERTY TRANSACTIONS

There was submitted Report No 1180/97 by the Director of Property Services detailing the outcome of negotiations in connection with various property transactions, details of which were set out in the Appendices to the Report.

The Committee agreed to note the conclusion of the negotiations for new and existing leases, rent reviews and appropriations as set out in Appendices 1, 2 and 3 to the Report.

7. GLAMIS SCHOOLHOUSE

There was submitted Joint Report No 1241/97 by the Director of Law and Administration and Director of Property Services on the continuing occupancy of Glamis Schoolhouse, despite the termination of the lease in 1989.

The Committee agreed, as no agreement could be reached despite lengthy correspondence between Angus Council and the occupier’s legal representative, to initiate eviction proceedings in Forfar Sheriff Court against the occupier in order to recover vacant possession of the schoolhouse.

8. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Committee of 21 October 1997 was approved as a correct record and signed by the Convener.

9. PERSONNEL DEPARTMENT SUPPORT TO SOCIAL WORK DEPARTMENT - OUTPOSTING ARRANGEMENTS

With reference to Article 6 of the Social Work Committee of 18 November 1997, there was submitted Joint Report 1175/97 by the Director of Personnel and Director of Social Work on the proposed arrangements to provide personnel support to the Social Work Department by means of outposting a professional member of staff from the Personnel Department to the Social Work Department.

The Committee agreed to outpost a member of the Personnel Department’s professional personnel staff to the Social Work Department on Grade AP8 and to delete Post No 07/13, Human Resources Officer, Grade AP8 from the establishment of the Social Work Department.

10. TRAINEE PROFESSIONAL CAREER GRADE STRUCTURE

There was submitted Report No 1233/97 by the Director of Personnel outlining a skeleton trainee professional career grade structure which could be customised to meet the needs of a particular profession and which could be adopted if a clearly identifiable recruitment and retention problem existed at basic grade professional post level.

The Committee approved the terms of the Report.

11. CONSULTATIVE ARRANGEMENTS WITH EMPLOYEE REPRESENTATIVES

With reference to Article 5 of the minute of meeting of the Education Committee of 25 November 1997, there was submitted Joint Report No 1057/97 by the Director of Education and the Director of Personnel which detailed the position regarding consultative arrangements with the Trade Unions and the Teachers Associations and recommended a consultative framework for adoption by Angus Council to facilitate effective consultation with employee representatives.

The Committee, for its interest, agreed to adopt the consultative framework as outlined in the Report.

12. FUNDING PROVISION FOR URGENT REPAIRS AND ANNUAL MAINTENANCE AT THE MARKET MUIR CAR PARK, FORFAR

With reference to Article 5 of the minute of meeting of the General Purposes Sub-Committee of the Policy and Resources Committee held on 25 November 1997, there was submitted Report No 1171/97 by the Director of Property Services on the need for urgent repairs to the car park at Market Muir, Forfar and the funding of these repairs.

The Committee approved the terms of the Report for its interest.

13. 1998/99 REVENUE BUDGET

There was submitted Report No 1242/97 by the Director of Finance advising the Committee of the latest position with regard to the preparation of the Departmental 1998/99 Revenue Budget and associated issues. An appendix to the Report summarised the Property and Personnel Departments provisional base budgets for 1998/99 as submitted to the Director of Finance.

The Committee agreed:-

(i) to note the contents of the Report for its interest; and

(ii) to note that a more detailed Report with specific recommendations would be brought forward later in the budget cycle.
