ANGUS COUNCIL

MINUTE of MEETING of the SOUNDING BOARD of the PERSONNEL AND PROPERTY SERVICES COMMITTEE held in the Town and County Hall, Forfar on Thursday 27 March 1997 at 3.15 pm.

Present: Councillors IAN HUDGHTON, ALEX KING, WILLIAM MIDDLETON, ROB MURRAY THOMAS I N YOUNG.

Also Present: Councillors BRIAN MILNE and WALLIE LEASK

Apology: An apology for absence was intimated on behalf Councillor JACK GIBB.

Councillor MURRAY, Convener, in the Chair.

1. EXCLUSION OF PUBLIC AND PRESS

The Sounding Board resolved that the public and press be excluded from the meeting so as to avoid the disclosure of information which was exempt in terms of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973, Paragraph 11.

The following items were, on the determination of the Convener, dealt with as matters of urgent business in order to facilitate a reply to COSLA within the prescribed time period.

2. 1997 NEGOTIATIONS ON PAY AND SINGLE STATUS EMPLOYMENT FOR APT&C STAFF AND MANUAL WORKERS

With reference to the minute of meeting of this Sounding Board of 28 January 1997 there was submitted Report No 368/97 by the Director of Personnel detailing a proposed response to the second consultation document from COSLA seeking the views of the Council on the 1997 Negotiations on Pay and Single Status Employment for Manual Workers and APT&C staff.

Discussion took place on the implications for the Council of any pay award and on the options available.

The Sounding Board thereafter approved the terms of the Appendix to the Report as Angus Council's response to the second consultation on the 1997 Negotiations on Pay and Single Status Employment and authorised the Director of Personnel to forward the response to COSLA.

3. 1997 NEGOTIATIONS ON PAY - SCHOOL TEACHERS

There was submitted Report No 369/97 by the Director of Education detailing a proposed response to COSLA's consultation document seeking the views of the Council on the 1997 Negotiations on Pay in respect of School Teachers.

Discussion again focused on the implications for the Council of any pay award and the Sounding Board thereafter approved the terms of the Report as Angus Council's response to the consultation on the 1997 Negotiations on Pay for School Teachers and authorised the Director of Education to forward the response to COSLA.
