MINUTE of MEETING of the EXECUTIVE SUB- COMMITTEE of the PERSONNEL AND PROPERTY SERVICES COMMITTEE held in the Committee Room, 7 The Cross, Forfar on Tuesday 8 February 2000 at 2.00 pm.

Present: Councillors BILL MIDDLETON, PETER MURPHY and ROB MURRAY.

1. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Sub-Committee of 12 November 1999 was approved as a correct record.

2. EXCLUSION OF PUBLIC AND PRESS

The Sub-Committee resolved, in terms of Standing Order 27(2), that the public and press be excluded from the meeting during consideration of the following Item, so as to avoid the disclosure of information which was exempt in terms of Part 1 of Schedule 7A to the Local Government (Scotland) Act 1973, paragraphs 6 and 8.

3. ENVIRONMENTAL IMPROVEMENTS AT CARNOUSTIE LINKS ­ PHASE 2 - TENDER REPORT

With reference to Article 12 of the minute of meeting of the Planning and Transport Policy Committee of 23 November 1999, there was submitted Report No 183/00 by the Director of Property Services containing details of tenders received for the Environmental Improvements at Carnoustie Links, Phase 2.

The Sub-Committee agreed:-

  1. to approve the acceptance of the lowest tender submitted for the several works, that of Muirfield (Contracts) Ltd, Dundee, in the amount of £85,446.11;
  2. to approve the estimated total cost of £327,154 in respect of the project, including works already completed (at out-turn prices); and
  3. to note that provision of £354,000, which included funding from the Council’s Local Capital Fund (£123,000), Scottish Enterprise Tayside (£100,000), Carnoustie Links Management Committee (£11,000) and the European Regional Development Fund (£120,000) was approved by the Planning and Transport Policy Committee on 23 November 1999.
