MINUTE of MEETING of the CENTRAL CONSULTATIVE COMMITTEE held in the Town and County Hall, Forfar on Thursday 17 August 2000 at 10.00 am.

1. ELAINE TAYLOR (UNISON)

Ms Elaine Taylor who had recently been appointed as a Regional Officer with UNISON was welcomed to the meeting.

2. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Committee of 17 February 2000 was submitted and approved as a correct record.

Provisional Revenue Budget 2000/2001 (Paragraph 4 refers)

Arising therefrom, it was noted that Jack McConnell, Scottish Executive Finance Minister had indicated that he was not prepared to meet a deputation from Angus Council to discuss the problems associated with the expenditure guidelines for 2000/2001.

In this connection it was agreed that a copy of the Council's Paper submitted to Mr McConnell on this issue be forwarded to Mr Peter Andrews for information.

3. SCHOOL TERMS AND HOLIDAYS 2001/2002

With reference to Article 2 of the minute of meeting of this Committee of 23 August 1999, there was submitted a draft Report by the Director of Education proposing a pattern of school terms and holidays for 2001/2002 which would be submitted to the Education Committee at its meeting on 22 August 2000. Responses had been received from School Boards, Angus Primary Head Teachers' Association, PAT (Tayside Federation) and the EIS (Angus Local Association). The issues of harmonisation with neighbouring Councils, Easter holiday dates and the St Andrew's Day holiday had also been addressed.

Following discussion it was agreed that the holiday dates as detailed in the Appendix to the Report were generally welcomed although the EIS Representatives urged that consideration be given for in-service closure days to fall on consecutive days rather than them being split by the St Andrew's day holiday.

In response to a question as to the position when St Andrew's day fell on a Saturday or Sunday, it was agreed that the implications of this would be looked at by the Joint Consultative Committee.

4. ANGUS COUNCIL PUBLIC HOLIDAYS

With reference to Article 3 of the minute of meeting of this Committee of 23 August 1999, there was submitted a draft Report by the Director of Personnel detailing the suggested pattern of seven fixed public holidays for non-teaching staff for the year 2001 to tie in with in the proposed school holidays, as detailed below:-

Monday 2 April 2001

Monday 7 May 2001

Friday 30 November 2001

Tuesday 25 December 2001

Wednesday 26 December 2001

The Committee, having noted that this Report would require to be considered by the Personnel and Property Services Committee on 29 August 2000 agreed for its interest to approve this pattern of public holidays in respect of non-teaching staff for 2001.
