APPENDIX to the minute of meeting of the Personnel and Property Services Committee of 17 October 2000 (Article 7(b) refers)

MINUTE of MEETING of the EXECUTIVE SUB-COMMITTEE of the PERSONNEL AND PROPERTY SERVICES COMMITTEE held in the Committee Room, 7 The Cross, Forfar on Tuesday 26 September 2000 at 3.30 pm.

Present: Councillors ROB MURRAY, GLENNIS MIDDLETON (substitute for BILL MIDDLETON) and GEORGE NORRIE (substitute for PETER MURPHY).

Apologies: Apologies for absence were intimated on behalf of Councillors BILL MIDDLETON and PETER MURPHY.

1. EXCLUSION OF PUBLIC AND PRESS

The Sub-Committee resolved, in terms of Standing Order 27(2), that the public and press be excluded from the meeting during consideration of the following items so as to avoid the disclosure of information which was exempt in terms of Part 1 of Schedule 7A to the Local Government (Scotland) Act 1973, Paragraphs 6 and 8.

2. ALTERATIONS TO FAIRLIE HOUSE, KIRRIEMUIR ­ TENDER REPORT

With reference to Article 25 of the minute of meeting of the Personnel and Property Services Committee of 14 March 2000, there was submitted Report No 985/00 by the Director of Property Services containing details of tenders received for alterations to Fairlie House, Kirriemuir to form offices and ancillary accommodation.

The Sub-Committee agreed:-

  1. to approve acceptance of the lowest tender submitted for the several works, that of J & G Construction Ltd, Dundee in the amount of £173,979.46;
  2. to approve the estimated total cost of £211,000 in respect of this project (at out-turn prices);
  3. to note that an allowance of £211,000 had been made in the Final Revenue and Capital Budgets 2000/2001; and
  4. to note that the additional revenue expenditure arising from this project (first full year 2001/2002) was £14,000 per annum in respect of loan charges calculated over 20 years.

3. ALTERATIONS AND EXTENSION TO INVERBROTHOCK PRIMARY SCHOOL, ARBROATH ­ TENDER REPORT

With reference to Article 24 of the minute of meeting of the Education Committee of 22 August 2000, there was submitted Report No 986/00 by the Director of Property Services containing details of tenders received for the construction of a new extension to the existing Inverbrothock Primary School to form two classrooms and associated ancillary accommodation.

The Sub-Committee agreed:-

  1. to approve acceptance of the sole negotiated tender for the several works, that of Webster Contracts Ltd, Forfar, in the amount of £104,755.09, subject to receipt of statutory approvals;
  2. to approve the estimated total cost of £127,755 in respect of this project (at out-turn prices);
  3. to note that an allowance for this expenditure had been made in the 2000/2001 allocations for Pre-School Education Specific Development Grant; and
  4. to note that minor additional revenue running costs associated with the extension would be met from within the nursery budget of the Education Department.
