APPENDIX II to the minute of meeting of the Personnel and Property Services Committee of 12 March 2002 (Article 4(c) refers)

MINUTE of MEETING of the APPEALS SUB-COMMITTEE of the PERSONNEL AND PROPERTY SERVICES COMMITTEE held in the Committee Room, 7 The Cross, Forfar on Monday 4 March 2002 at 1.30 pm.

Present: Councillors ALISTAIR GRAY, ALEX KING and PETER MURPHY.

1. APPOINTMENT OF CONVENER

The Sub-Committee agreed that Councillor Alex King be appointed as Convener for the meeting, whereupon Councillor King took the Chair.

2. EXCLUSION OF PUBLIC AND PRESS

The Sub-Committee resolved, in terms of Standing Order 27(2), that the public and press be excluded from the meeting during consideration of the following item, so as to avoid the disclosure of information which was exempt in terms of Part 1 of Schedule 7A to the Local Government (Scotland) Act 1973, Paragraph 1.

3. CHANGE OF LEAVE YEAR IMPLEMENTATION ­ GRIEVANCE

The Sub-Committee considered a grievance lodged by the Angus Council branch of UNISON on behalf of their members with regard to the loss of 0.25 days leave as a result of the implementation of the change of the leave year, which was heard in accordance with the Grievance Appeals Procedure.

The Sub-Committee took into account written submissions and heard Kate Leiper and Allen Fegen, Branch Secretary and Branch Chairman, respectively, of UNISON on behalf of the employees and Hugh Robertson, Personnel Manager on behalf of the Authority, following which the parties withdrew from the meeting.

Following discussion, the Sub-Committee found that the grounds of the appeal had not been substantiated and that accordingly the appeal be not upheld.

The parties were then re-called to the meeting and advised of the decision.
