MINUTE of MEETING of the PERSONNEL AND PROPERTY SERVICES COMMITTEE held in the Town and County Hall, Forfar on Tuesday 12 March 2002 at 4.00 pm.

Present: Councillors, BILL MIDDLETON, RON SCRIMGEOUR, ALISTAIR GRAY, ALEX KING, The Hon R J LESLIE MELVILLE, IAN MACKINTOSH, GLENNIS MIDDLETON, BRIAN MILNE, PETER MURPHY, PETER NIELD, BILL ROBERTON and DAVID SELFRIDGE.

Apology: An apology for absence was intimated on behalf of Councillor ROB MURRAY.

1. EXCLUSION OF PUBLIC AND PRESS

The Committee resolved, in terms of Standing Order 27(2) that the public and press be excluded during consideration of items 2 and 3 below so as to avoid the disclosure of information which was exempt in terms of Part 1 of Schedule 7A to the Local Government (Scotland) Act 1973, paragraphs 6, 8 and 9.

2. PROPERTY TRANSACTIONS

With reference to Article 2 of the minute of meeting of this Committee of 16 October 2001, there was submitted Report No 326/02 by the Director of Property Services advising the Committee of the outcome of negotiations for various property transactions.

The Committee agreed to note the conclusion of negotiations for the items contained in Appendices 1, 2 and 3 and to approve the disposal of the site at Charles Street, Carnoustie contained in Appendix 4 of the Report.

3. CAR LEASE AND CAR LOAN SCHEMES

There was submitted Joint Report No 327/02 by the Chief Executive and the Director of Finance outlining a number of proposed changes to the Council's Car Lease Scheme and recommending withdrawal of the Car Loan Scheme for employees.

The Report indicated that during 1999/2000 the Internal Audit Section had, in conjunction with the Personnel Department, conducted a value for money review of both schemes which had resulted in the following suggested changes:-

· re-tendering of the current car lease contract on the basis of a preferred supply list.

· ceasing the blanket insurance cover for employees on the Car Lease Scheme.

· reviewing the composition of the current Car Lease Scheme mileage bands.

· withdrawing the Car Loan Scheme.

Adoption of the foregoing proposals would generate savings of approximately £30,000 per annum as soon as run-off of insurances was complete and would release capital receipts of approximately £110,000 ­ £150,000 over a three to four year period. Additionally, a substantial financial risk in relation to insurances would be transferred from the Council.

The Committee, for its interest, agreed to approve the recommendations in the Report.

4. MINUTES

(a) Previous Meeting

The minute of meeting of this Committee of 29 January 2002 was approved as a correct record and signed by the Convener.

(b) Central Consultative Committee

The minute of meeting of the Central Consultative Committee of 14 February 2002, a copy of which is appended hereto, was submitted and noted (APPENDIX I).

(c) Appeals Sub-Committee

The minute of meeting of the Appeals Sub-Committee of 4 March 2002, a copy of which is appended hereto, was submitted and noted (APPENDIX II)
