APPENDIX I to the minute of meeting of the Roads Committee of Thursday 24 August 2000 (Article 2(b) refers)

MINUTE of MEETING of the EXECUTIVE SUB-COMMITTEE OF THE ROADS COMMITTEE held in the Committee Room, Town and County Hall, Forfar on Thursday 13 July 2000 at 12.00 noon.

Present: Councillors KITTY RITCHIE, ROBERT MYLES and STEPHEN LESLIE (Substitute for Councillor SANDY WEST).

1. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Sub-Committee of 30 March 2000, was submitted and approved as a correct record.

2. EXCLUSION OF PUBLIC AND PRESS

The Sub-Committee resolved, in terms of Standing Order 27(2) that the public and press be excluded from the meeting during consideration of the following items so as to avoid the possible disclosure of information which was exempt in terms of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973, paragraphs 6, 8 and 9.

3. SELECTION OF CONSULTANTS FOR THE STAGE 2 COMMISSION FOR MONTROSE BRIDGE REPLACEMENT

With reference to Article 8 of the minute of meeting of the Roads Committee of 8 June 2000, there was submitted Report No 745/00 by the Director of Roads advising that, in response to advertisement, expressions of interest had been received from 22 firms for inclusion on a select list of consultants to tender for the Stage 2 Commission for the Montrose Bridge Replacement. Twelve applicants had returned a Pre-Qualification Questionnaire and it was recommended that the seven firms listed in Appendix 3 be invited to tender, because they were considered to be best able to meet the necessary standards.

Technical references had also been requested for each of the applicants and it was proposed that it be delegated to the Director of Roads, in consultation with the Roads Convener, to delete any of the seven firms listed should the references justify such a decision.

The Sub-Committee agreed to approve the selection of the seven consultants to be invited to tender for the Stage 2 Commission for Montrose Bridge Replacement as listed in Appendix 3 to the Report, subject to the receipt of satisfactory references.

4. ACCEPTANCE OF TENDERS

(a) A92 Montrose Bridge Replacement - Geotechnical Investigation

With reference to Article 3 above, there was submitted Report No 751/00 by the Director of Roads detailing tenders received for the geotechnical investigation to be carried out for the proposed bridge replacement on the A92, over the river South Esk at Montrose. The basic elements of the project would involve drilling boreholes, site and laboratory testing and preparation of factual and interpretative reports.

The Sub-Committee agreed to approve the acceptance of the lowest arithmetically corrected tender for the geotechnical investigation for the proposed bridge replacement on the A92 over the river South Esk at Montrose, being that submitted by Exploration Associates in the amount of £101,471.00.

(b) North Street, Montrose

With reference to Article 9 of the minute of meeting of the Roads Committee of 27 April 2000, there was submitted Report No 744/00 by the Director of Roads detailing the tenders received for the overlay of the carriageway and footways on North Street, Montrose. The basic elements of the project were overlay works and the provision of dropped kerb pedestrian crossings.

The Sub-Committee agreed to approve the lowest arithmetically corrected tender for the overlay of the carriageway and footways on North Street, Montrose, being that submitted by Tayside Contracts in the amount of £51,558.95.

5. INTERPRETATIVE SIGNING - ARBROATH - TENDER ARRANGEMENTS

With reference to Article 8 of the minute of meeting of the Roads Committee of 27 January 2000, there was submitted Report No 752/00 by the Director of Roads advising that his Department was currently organising, on behalf of SET, a range of interpretative signs in Arbroath. The Report discussed the tendering arrangements for the provision of the signing and recommended the letting of contracts.

The Sub-Committee agreed, in accordance with the terms of Financial Regulation 16.1.3(d):-

  1. to place a contract with Broxap and Corby for the provision of sign posts and frames; and
  2. to place a contract with Perstorp for the printing and supply of information panels for Interpretative Signing in Arbroath.
