APPENDIX I to the minute of meeting of the Roads Committee of 29 August 2002 (Article 1(b) refers)

MINUTE of MEETING of the EXECUTIVE SUB-COMMITTEE of the ROADS COMMITTEE held in the Committee Room, Town and County Hall, Forfar on Thursday 11 July 2002 at 4.00 pm.

Present: Councillors KITTY RITCHIE, DAVID SELFRIDGE (substitute for Sandy West) and PETER MURPHY (substitute for Robert Myles).

Apologies: Apologies for absence were intimated on behalf of Councillors SANDY WEST and ROBERT MYLES.

1. MINUTE OF PREVIOUS MEETING

The minute of meeting of this Sub-Committee of 20 May 2002 was submitted and approved as a correct record.

2. EXCLUSION OF PUBLIC AND PRESS

The Sub-Committee resolved in terms of Standing Order 27(2), that the public and press be excluded from the meeting during consideration of the following item so as to avoid the disclosure of information which was exempt in terms of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973, paragraphs 6, 8, 9 and 10.

3. ARBROATH HARBOUR INFRASTRUCTURE REPAIRS 2002-2003 ­ ACCEPTANCE OF TENDERS

With reference to Article 3 of the minute of meeting of this Committee of 14 June 2001, there was submitted Report No 859/02 by the Director of Roads giving details of the tenders received for the Arbroath Harbour Infrastructure Repairs 2002/2003. The Report recommended acceptance of the lowest tender for the works comprising maintenance works to the quay walls within the inner and outer Harbour; extensive grouting in the vicinity of the dock gates in preparation for the installation of new dock gates, as part of the redevelopment plan for the Harbour; replacement of defective stonework and pressure pointing treatment to those areas identified within the contract.

The Report also sought the Committee's approval to extend the contract to carry out additional remedial works, in order to take advantage of the competitive rates obtained from the tender process.

The Sub-Committee agreed:-

  1. to approve the acceptance of the lowest arithmetically corrected tender, being that submitted by Donarm (Construction) Ltd, for the Arbroath Harbour Infrastructure Repairs 2002-2003, in the amount of £151,858.36;
  2. to extend the scope of the works defined in the tender documents, in view of the competitive rates obtained from the tendering process; and
  3. to approve, in accordance with Financial Regulation 16.1.3d the additional works to be carried out by Donarm (Construction) Ltd.
